The explosive growth of the Internet has taken the world's lawmakers, some of whom have never used a computer, never received email, and never surfed the web, by surprise. Various aspects of critical infrastructure, from management of the electronic power grid to air traffic control, are migrating to the Internet. Law enforcement has discovered the Internet, and is pressing for greater investigatory capabilities, some of which intrude on the security of Internet users. To compound the issue, the laws and underlying legal philosophies are quite different on the two sides of the Atlantic.

The result is confusion over security. One year the Europeans discover Echelon, the worldwide spying network of the UK/USA alliance; the European Union loosens export rules on cryptography and the U.S. follows suit. The next year, with child pornography and hacker attacks as the proximate causes, a draft Council of Europe treaty on cybercrime, several years in the workings, surfaces, along with a proposal that ISPs retain seven years worth of communications for potential law-enforcement investigations.

In this talk, I will briefly describe several security technologies, and the contradictory laws and politics surrounding securing the Internet.
